Touched and 'Tetch'd' are Scottish, Irish, and Upland Southern U.S. EXPRESSIONS of 'divine madness' or 'mental illness' in modern parlance.  'Raw' refers to a 'harsh condition' in the Upland Southern U.S., we are unsure of the meaning in Scotland and Ireland.
